Japanese Border Measures (from 11 October, 2022)

From 11 October, 2022, PCR tests within 72 hours before departure will not be required for those who have received 3 or more doses of vaccines listed on the World Health Organization (WHO) emergency use list. If you have not been vaccinated or if you have been vaccinated with a vaccine that does not meet the conditions, you will need to obtain a negative certificate before entering the country as before.​

1. Before Departure (from 11 October, 2022)

For smooth arrival procedures   By pre-registering online services through websites below before entering Japan, the wait time required for quarantine, immigration and custom procedures at the airport on arrival will be reduced.

You could prepare documents listed below prior to your departure:

(For those with no valid vaccine certificate) Inspection certificate (aka negative certificate) issued within 72 hours (from the sampling time to departure time of the flight)MHLW website: Submission of inspection certificate
*Not required for those who have recieved third or more doses of vaccine that meet the conditions. For details, see [2. Vaccine Certificate Deemed Valid] below.
   The certificate must meet the conditions specified by the Ministry of Health, Labor and Welfare. If you do not have the certificate, you will not be allowed to board the aircraft.
How to obtain a certificate for entering Japan in Cambodia

Questionnaire (for those who do not use Fast Track)MHLW website: Submission of questionnaire
   Access the Questionnaire Web on your smartphone or tablet and submit the QR code issued after filling the information, to the quarantine officer (depending on the airline, completing the questionnaire may be a condition for boarding procedures).

2. Vaccine Certificate Deemed Valid (from 11 October, 2022)

The vaccination certificate is deemed valid only if all of conditions below are met.
With valid vaccinatino certificate, it is subject to exemption of pre-departure COVID-19 test.

NOTE   The validity of the vaccination certificate is determined by the quarantine officer at the time of entry and cannot be determined in advance by the embassy.
   In addition, even if you have determined that you meet each of the following conditions, there is a case where the quarantine officer determine that you do not meet the conditions.

【Condition 1】Vaccinated three or more doses of the designated vaccine

    You must have received at least 3 doses of any of the following vaccines listed on the World Health Organization (WHO) emergency use list manufactured by:
・ AstraZeneca (including Covishield) (hereinafter AZ)
・ Pfizer
・ Moderna
・ Janssen (one dose is considered equivalent to two doses)
・ Bharat Biotech
・ Novavax
・ Sinovac
・ Sinopharm
・ CanSino

【Condition 2】Submit one of the following vaccination certificates

● A vaccination certificate issued in Japan must be one of the following:
(1)Vaccination Certificate of COVID-19 issued by the Japanese government or a local government(Vaccination Certificate of COVID-19 for travel abroad)
(2)Certificate of vaccination for COVID-19 issued by a local government
(3)Record of vaccination for COVID-19 issued by a medical institution  
● A certificate that is valid when vaccinated in a foreign country (must meet all of the following conditions)
 -  Vaccination Certificate of COVID-19 issued by the government or a local government
 -  Name, date of birth, vaccine name/manufacturer, date of vaccination, number of doses administered
 -  The type of vaccine listed on the certificate must be the ones listed in [Condition 1] above.
 
○ Cambodian vaccination card and certificate
   Vaccine cards issued by the Ministry of Health or the Ministry of National Defense that are issued to those who have been vaccinated in Cambodia may not be determined to be valid as they are, due to some handwritten parts and some are not written in English.
   The Cambodian government provides a service to issue vaccination certificate (it will be sent to mobile device in PDF format and printable on A4 paper) based on vaccination records. You could obtain a vaccination certificate online through https://search.vaccine.gov.kh/ if you meet the conditions in 【Condition 1】 above.
  Regarding Cambodian vaccination certificates, please contact the Cambodian Ministry of Health Vaccine Consultation Desk (Tel: 012 989 085, 012 897 043, 010 233 588).

   It may take two to three weeks from application to obtain a vaccination certificate (the data will be sent to Telegram) by the above method. In case you wish to obtain one, we advise to apply as soon as possible.
   In addition, there are cases where hard copy of the screenshot of digital record of vaccine card is considered equivalent to the vaccination certificate. The actual decision will be made by the quarantine officer, but if you are unable to obtain the above certificate in time, consider preparing a hard copy of the digital record.

○ Vaccination in multiple countries
   If you have been vaccinated with eligible vaccines in multiple countries, (e.g. two doses of AZ in Cambodia followed by one dose of Pfizer in Japan), and have a valid certificate of each vaccination, it is also subject to exemption of pre-departure COVID-19 test.
